For most countries, fumigation is a legal requirement a carrier must fulfil if requested by the buyer. For this reason, a fumigation certificate must be provided to the customs authorities before imported goods are cleared.

Without producing proper fumigation certificate, goods may be confiscated or the carrier/shipper asked to pay high additional storage cost.
